ASSISTANT PERSONNEL DIRECTOR
Unclassified/Noncompetitive Salary: DOQ
Nonbargaining Unit Position
Purpose of Class: In the Town of Hamden, this class is accountable for acting as the sole assistant to the Personnel Director and performs complex and confidential personnel functions.
Supervision Received: Works under the direction of the Personnel Director.
Supervision Exercised: Supervises professional, clerical, and other technical support staff as assigned; serves as the Personnel Director during periods of absence.
Examples of Duties: Assists in administering the staff and operations of the Town's personnel department; assists in the development, implementation and evaluation of personnel policies, goals and objectives; assists the Personnel Director in collective bargaining, grievances, binding arbitration, and prohibitive practice hearings; does research in preparation of any labor/employee relations and personnel cases or projects; assists in developing, administering, and evaluating classification and compensation programs, recruitment and testing functions including eligibility lists; assists in the administration of the Town's medical and group life insurance benefits, workers' compensation program, and heart and hypertension program; primary assistance in the calculation and processing of employee retirements and military buy-out benefits, implements new procedures and procedural revisions; assists in the determination of appropriate staffing levels and the direction, management and coordination of staff; assists in the design and implementation of performance review standards for the Town; assists in the preparation and administration of the office budget; advises department heads and other officials; ensures appropriate interpretation of personnel rules and regulations; recommends new/revised job classes; performs related duties as required.
Knowledge, Skills, and Ability: Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of public personnel administration; considerable knowledge of relevant Federal, State and Local Statutes, guidelines and regulations; knowledge of occupational safety and health; considerable written and oral communications skills, considerable interpersonal skills; considerable negotiation and conflict resolution skills; supervisory ability.
Minimum Qualifications Required: Bachelors Degree in Personnel/Public Administration or some closely related field, and three (3) years of progressively responsible experience in human resource management involving recruitment, examination, employee benefits, labor relations, or other human resource related work.
Substitutions Allowed:
1. A Master's degree in public administration, human resources management, or other closely related field may be substituted for one (1) year of progressively responsible experience.
License or Certificate: Must posess a valid Connecticut Motor Vehicle License.
