Governor Rowland Announces Funding March 2004 | Governor John G. Rowland today announced a $1.35 million grant to the town of Hamden for infrastructure improvements along the Welton Street corridor in Hamden. The state funds, which will be matched by the town, will be used to construct a new pump station, upgrade the sewer system and make necessary road improvements to Welton Street. Formal approval of the grant is expected to occur at the State Bond Commission meeting on Friday, March 26. The improvements constitute Phase I of the State Street Corridor Municipal Development Plan (MDP) and are necessary to support existing businesses on Welton Street and allow for future commercial development in the area. In addition, the pump station and sewer improvements will benefit homeowners that have been negatively impacted by several sewer-related problems (storm water infiltration, flow constrictions, etc.) and resolve a longstanding Notice of Violation issued by the Department of Environmental Protection in 1999. Phase I costs are estimated to be $2.7 million, while the total cost to implement the MDP is approximately $8.2 million. “This project underscores the importance of state and local governments working together to realize common economic and community development goals and objectives,” said Governor Rowland. “This $1.35 million grant to Hamden will support those businesses that have already invested heavily in the community, while at the same time create opportunities for new business growth in the future. The improvements that will be made as a result of this funding will strengthen Hamden’s overall tax base and greatly enhance the quality of life for those residents that live in the Welton Street area.” The state Department of Economic and Community Development (DECD) provided $111,000 in planning funds (matched by the town) for the initial development of the MDP—a process the town had begun in 1998. DECD approved the State Street Corridor Municipal Development Plan in May of 2000. “We are grateful to the State of Connecticut for providing these funds for the Welton Street neighborhood, and look forward to continuing our partnership with them to create jobs, boost local tax revenues and to improve the quality of life for Hamden residents,” said Mayor Carl J. Amento.
