Birth Certificate Access
Connecticut General Statutes 7-51 and 7-51a, allows access to birth records to the following individuals:

BIRTH RECORDS MORE THAN 100 Years Old:
  • Are open to any person.

BIRTH RECORDS LESS THAN 100 YEARS OLD ARE OPEN TO:

  • Person whose birth is recorded (if over 18 years old)
  • Parents;
  • Grandparent or Legal Guardian;
  • Spouse;
  • Children (if over 18 years old);
  • Grandchildren (if over 18 years old);
  • Local Health Director (with exceptions)
  • Chief Executive Officer of the Municipality
  • Attorneys/title examiners representing the individual or heirs
  • Persons authorized by court order
  • Agent's of a state or federal agency approved by Department of Public Health; and
  • Members of genealogical societies incorporated or authorized by the Secretary of State to conduct business in the State of Connecticut.
Anyone requesting a copy of, either in person or by mail, or access to or permission to examine the original or any copy of a birth certificate or birth record must provide documentation proving that such person is entitled to a copy or access to birth certificates.
