Birth Certificate Access

Connecticut General Statutes 7-51 and 7-51a, allows access to birth records to the following individuals:

  • Birth records more than 100 years old are open to any person
  • Birth records less than 100 years old are open to:
    • Agent's of a state or federal agency approved by Department of Public Health
    • Attorneys/title examiners representing the individual or heirs
    • Chief Executive Officer of the Municipality
    • Children (if over 18 years old)
    • Grandchildren (if over 18 years old)
    • Grandparent or Legal Guardian
    • Local Health Director (with exceptions)
    • Members of genealogical societies incorporated or authorized by the Secretary of State to conduct business in the State of Connecticut.
    • Parents
    • Person whose birth is recorded (if over 18 years old)
    • Persons authorized by court order
    • Spouse

Required Documentation

The following must provide documentation proving that such person is entitled to a copy or access to birth certificates:

  • Anyone requesting access to or permission to examine the original or any copy of a birth certificate or birth record
  • Anyone requesting a copy of, either in person or by mail
