Birth Certificate Access
Connecticut General Statutes 7-51 and 7-51a, allows access to birth records to the following individuals:
- Birth records more than 100 years old are open to any person
- Birth records less than 100 years old are open to:
- Agent's of a state or federal agency approved by Department of Public Health
- Attorneys/title examiners representing the individual or heirs
- Chief Executive Officer of the Municipality
- Children (if over 18 years old)
- Grandchildren (if over 18 years old)
- Grandparent or Legal Guardian
- Local Health Director (with exceptions)
- Members of genealogical societies incorporated or authorized by the Secretary of State to conduct business in the State of Connecticut.
- Parents
- Person whose birth is recorded (if over 18 years old)
- Persons authorized by court order
- Spouse
Required Documentation
The following must provide documentation proving that such person is entitled to a copy or access to birth certificates:
- Anyone requesting access to or permission to examine the original or any copy of a birth certificate or birth record
- Anyone requesting a copy of, either in person or by mail
